Grant programs that support economic development activities in rural Oregon are available. USDA Rural Development-Oregon is now accepting concept papers under several programs. These grants are made to non-profits, public bodies, and tribes to support rural business development. Deadline March 5, 2010.

Feds Roll Out Manufacturing Tax Credit Program
Advanced Energy Manufacturing Tax Credit (48C)

Manufacturers of renewable energy equipment are about to have their shot at federal stimulus dollars thanks to a $2.3 billion federal tax credit program rolled out in August. which will support total capital investments of almost $7.7 billion in new renewable and advanced energy manufacturing projects. Administered by the U.S. Treasury Department and the Department of Energy, the two-year program would provide a 30% tax credit for investments in new, expanded, or re-equipped advanced energy manufacturing projects including makers of batteries, electric vehicles, carbon sequestration equipment, and solar and wind products, among others.

The American Reinvestment and Recovery Act of 2009 (ARRA) authorized the Department of treasury to award $2.3 billion in tax credits for qualified investments in advanced energy projects, to support new, expanded, or re-equipped domestic manufacturing facilities. The goal of the Advanced Energy Manufacturing Tax Credit (MTC) is to grow the domestic manufacturing industry for clean energy, thereby supporting the larger goals of ARRA to stimulate economic growth, create jobs, and reduce greenhouse gas emissions. In short, the MTC will help secure American leadership in the clean energy sector.

Applicants will receive tax credits based on the expected commercial viability of their project and the ranking of their project relative to other projects. Rankings will be based on expected job creation, reduction of air pollutants and greenhouse gas emissions, technological innovation, and ability to have the project up and running quickly. Technology, geographic & project size diversity, and regional economic development will also be considered when rating projects. The application period opens August 14, 2009. Preliminary applications are due to DOE September 16, 2009, followed by final applications being due on October 16, 2009.

The following advanced energy facilities, for which manufacturing projects would be eligible:

  • Technologies that create energy from renewable resources (sun, wind, geothermal and other renewable resources)
  • Energy storage technologies (fuel cells, microturbines or other energy storage systems used in electric vehicles)
  • Advanced transmission technologies that support renewable generation (including storage)
  • Renewable fuel refining or blending technologies
  • Energy conservation technologies (advanced lighting, smart grid)
  • Plug-in electric vehicles & vehicle components (motors, generators)
  • Property to capture and sequester carbon dioxide
  • Other property designed to reduce greenhouse gas emissions

Oregon Resource Guide to the American Recovery and Reinvestment Act of 2009

This guide was prepared by the Offices of Senator Jeff Merkley and Senator Ron Wyden. The 58-page guide includes information on many federal programs and funding opportunities available to individuals, communities and businesses is Oregon as a result of the economic recovery package.

As a result of this legislation, Oregon will receive $1.62 billion in direct aid and over $800 million in additional Medicaid assistance over the next two years. In addition, the state, Oregon localities, and Oregon's private sector will compete for millions of dollars in competitive grants. It is important that we get this information to those who need it so these funds can begin helping Oregonians as quickly as possible. This resource guide provides a starting point for Oregonians to understand how the ARRA will benefit Oregon and where to go for more information about specific programs. It should not be used as a comprehensive record of how each dollar will be spent, but rather an overview of how the recovery plan will strengthen our economy.
